Renewable schemes in the Green Belt: what the record shows

Of 154 solar farms decided since 2018 inside Green Belt in England, 90% were approved — about the same as the 94% outside it. On these numbers the designation carries no measurable penalty at all, which is worth knowing before you rule a site out.

What the designation is

Green Belt is not a landscape or an ecological designation and says nothing about the quality of the land inside it. Its purpose is to keep land permanently open — to check urban sprawl, stop neighbouring towns merging, safeguard the countryside from encroachment, preserve the setting of historic towns, and push regeneration back onto previously developed land. Around a tenth of England is designated, in belts around the major conurbations.

The policy test: Development in the Green Belt is "inappropriate" by default and should be refused except in very special circumstances, which exist only where the harm to the Green Belt and any other harm is clearly outweighed by other considerations. For renewable energy the National Planning Policy Framework is explicit that the wider environmental benefits of renewable generation can be part of those very special circumstances — which is why schemes here are refused more often than elsewhere but are still approved more often than not.

If it is refused here

Solar: 96 schemes inside the Green Belt were refused, 38 appealed (40%), 34 appeals reached a decision and 29% succeeded.

Battery storage: 71 schemes inside the Green Belt were refused, 33 appealed (46%), 33 appeals reached a decision and 88% succeeded.

Developers appeal the cases they expect to win and drop the rest, so read the success rate as the rate among chosen appeals, never among all refusals. Withdrawn and pending appeals are excluded.

How is this figure calculated?

By joining two open government datasets: the Renewable Energy Planning Database, which records the outcome and location of every renewable scheme of roughly 150 kW and above, and planning.data.gov.uk, which publishes the designation boundaries. Each scheme’s coordinate is tested against each boundary. Nothing is modelled — it is a count of what was decided.

What does this figure not tell me?

It is an association, not a cause. Sites are not randomly assigned to designations, so a scheme inside one usually differs from one outside in size, siting and how much work went into the application. The planning database also gives one representative coordinate per scheme rather than a red-line boundary, the boundaries are published for England only, and for solar only ground-mounted schemes are counted. It calibrates the size of the hill; it does not predict your application.
